Marcus Patterson
Marcus Patterson has served as a Police Officer for more than 15 years, bringing extensive experience across specialized law enforcement disciplines. Over the course of his career, he has held assignments as a Detective with the Arizona Department of Public Safety Vehicle Theft Task Force, a handler/trainer with the Goodyear Police Departments K9 Unit, and currently serves as a Sergeant with the Goodyear Police Department’s Special Assignments Unit (SAU).
In addition to his operational leadership, Marcus has contributed to the advancement of professional law enforcement organizations in Arizona. He has previously served in executive board roles with the Arizona Auto Theft Investigators Association and the Arizona Law Enforcement Canine Association. He now continues his commitment to professional development and interagency collaboration as the Secretary of the Arizona Tactical Officers Association.
Dedicated to advancing tactical readiness, officer development, and community safety, Marcus brings both frontline expertise and organizational leadership to every role he serves.
Lieutenant
Jeff Carrion
Lieutenant Jeff Carrion brings more than 25 years of law enforcement experience to the Arizona Tactical Officers Association. He began his career in 1999 with the Monmouth County Sheriff’s Office in New Jersey before moving to Arizona in 2001, where he joined the Peoria Police Department.
During his 20-year tenure with the Peoria Police Department, Lieutenant Carrion served in numerous roles, including patrol officer, field training officer, and crisis negotiator. As a sergeant, he led patrol teams and oversaw the Training, Youth and Support Services Division, including the School Resource Officer program, the Misdemeanor Repeat Offender Program, and all departmental mental health initiatives. He also served as the Team Leader of the Crisis Negotiation Team, where he significantly expanded and enhanced the program over several years. In addition, Lieutenant Carrion has served as both a defensive tactics and firearms instructor.
Lieutenant Carrion currently serves with the Goodyear Police Department as the Tactical Operations Bureau Lieutenant, overseeing the Special Assignments Unit (SAU), K9 Unit, and Threat Liaison Officer program.
Within the Arizona Tactical Officers Association, Lieutenant Carrion previously served as Co-Chair of the Crisis Negotiation Section and has represented Arizona nationally as a presenter on crisis negotiation topics. He continues to instruct regularly in the FBI Basic Negotiator School. Lieutenant Carrion holds a Bachelor of Arts degree in Criminal Justice from Monmouth University and is a graduate of the Senior Management Institute for Police (Police Executive Research Forum).


Joshua Brill
Sergeant Joshua Brill has served with the Glendale Police Department for 13 years, building a well-rounded career focused on operations, leadership, and training. During his tenure, he spent eight years as a SWAT operator and is currently a SWAT sergeant, gaining extensive experience in tactical response and team leadership.
Throughout his career, Sergeant Brill has been actively involved in training and mentorship, serving as both a Field Training Officer and Recruit Training Officer. He also demonstrated initiative by establishing the Glendale Police Department’s Entertainment Squad, which supports public safety efforts in the Westgate Entertainment District.
Sergeant Brill is a certified Defensive Tactics Instructor, Physical Fitness Instructor, and Active Assailant Master Instructor through AZPOST. Within the department, he contributes to professional development by teaching at the Glendale Leadership Academy and providing stress management instruction to personnel.
Prior to joining the department, Sergeant Brill served six years in the Arizona Army National Guard as a Military Policeman. A Glendale native, he remains committed to developing police officers and SWAT operators through training, mentorship, and leadership.
Phil Alva
Phil began his law enforcement career in 2003 in southeast Arizona, bringing over 21 years of dedicated service to his community. He spent the last 17 years with the Pinal County Sheriff’s Office before retiring in September 2024. During his career, he served in a variety of roles, including Deputy, Field Training Deputy, Detective, Recruit Training Deputy, and SWAT Operator.
With 17 years of experience in SWAT and tactical operations, Phil began his tactical service in 2006 as a Sniper with his first agency, later joining the Pinal Regional SWAT team in 2010. Over the years, he has served as a Sniper, Operator, Team Leader, and instructor across multiple areas of tactical operations, demonstrating both leadership and technical expertise.
Phil has been an active member of the Arizona Tactical Officers Association (ATOA) since 2016, first serving as the Eastern Regional Representative. In 2022, he was elected Treasurer of ATOA, a role in which he continues to serve today.
